City built through the hard work and funds of the exiles of Tier following the Fall of Tier.

The land it was built on was bought by Fermafi, using the wealth of his brother Riobe, who was lost in the battle.

It was located west of the port city Los on the island of Shinar. It lay twenty leagues southeast of Dragon Mountain.

A Council, made up of lords and commoners alike, headed by Prince Tornoah ran the affairs of the city. The Shinarendrettan government allowed them to exist independent of their laws, save that New Tier had to pay taxes.
